The bases of and background to the changes between the 4th and the 5th editions of UIC Leaflet 541-4 are outlined and

explained in this report.

The new Leaflet comprises two parts: the first part contains the technical requirements for the certification of composite

brake blocks, and the second part deals with the operating rules and framework conditions for the use of composite

brake blocks.

Thus, the existing design rules for K-blocks and usage guidelines for LL-blocks have been incorporated into the Leaflet.

An overview of the new structure and main editorial changes is provided in Chapter 1. Chapter 2 describes the bases for

shuntage testing. The third chapter outlines the specifications for validity of determination of the static friction coefficient

on the friction test bench. Chapter 4 explains the new structure of brake evaluation tests A1b (K-blocks) and A2b (LLblocks).

Chapter 5 explains how the exchangeability rules in accordance with B 126/ DT 440 have been incorporated

into the Leaflet. In addition, the Leaflet introduces the topic of winter tests at the RTAs facility in Vienna, and Chapter 6

describes the background to these. Finally, Chapter 7 describes the bases for derivation of the new tolerance ranges for

drag brake simulation.

Im vorliegenden Bericht werden die Grundlagen und Hintergründe für die Änderungen der 5. Ausgabe des Merkblatts

Nr. 541-4 gegenüber der 4. Ausgabe beschrieben und erläutert.

Das neue Merkblatt ist in zwei Teile untergliedert: der erste Teil enthält die technischen Anforderungen für die

Zertifizierung von Verbundstoffbremsklotzsohlen und der zweite Teil betrifft die betrieblichen Regeln sowie die

Randbedingungen für den Einsatz von Verbundstoffsohlen.

Daher wurden die bestehende Baurichtlinie für K-Sohlen und die Anwendungsrichtlinien für LL-Sohlen in das Merkblatt

eingearbeitet.

In Kapitel 1 wird ein Überblick über die neue Struktur und die wesentlichen redaktionellen Änderungen gegeben. In

Kapitel 2 werden die Grundlagen für die Nebenschlussprüfungen erläutert. Das dritte Kapitel erklärt die Festlegungen

für die Gültigkeit der Bestimmung des statischen Reibwertes auf dem Reibungsprüfstand. Kapitel 4 beschreibt die neue

Struktur der Bewertungsprüfungen A1b (K-Sohlen) und A2b (LL-Sohlen). In Kapitel 5 wird erläutert, wie die

Austauschbarkeitsregeln gem. B 126/DT 440 in das Merkblatt eingearbeitet wurden. Die Winterversuche in der Anlage

RTA in Wien wurden ferner neu in das Merkblatt aufgenommen und Kapitel 6 beschreibt die Hintergründe hierzu.

Kapitel 7 enthält die Grundlagen für die Ableitung der neuen Toleranzbereiche für die Simulation der Dauerbremsung.
