This IRS specifies the common content and format for the transmission of diagnostic data from railway vehicles. It has been developed by RSF - Rolling Stock Sector - Sector Expert Team 8 "Data Communication".

Due to a wide range of different ideas and experiences existing among the railway operators involved, a common denominator was sought to provide a basis for an overarching specification.

Therefore, other related topics, such as a railway undertakings individual diagnostic aims, ground IT infrastructure and existing radio infrastructure have intentionally been disregarded, as have regions with rapid technological development, as standardisation would be unfeasible and of little use. 

This IRS describes the universal and functional content, which can be used by most operators, in detail from the users point of view. The strong data structure chosen enables a large number of user requirements to be covered. This has been achieved through a high variability in the quantity and content of the data, as well as by using an open and standardised data format that is very common for the transmission of information within IT systems. In order to help software developers and users to understand and use this IRS via XML Schema, other schema-based data structures (e.g. JSON), example files have also been provided as additional documents. Some already previously existed, while others were developed by the working group.

This IRS does not indicate how data will be generated on the vehicles, transformed into the format specified, transmitted to the ground systems of the operators, and processed and used there.

The highest possible level of consensus was sought when writing this IRS, allowing every user to fully meet the requirements through the use of mandatory and optional provisions.
